‍ Entering the Transfer Portal may impact your current scholarship as early as the next term, even if you do not end up transferring out. ‍Scholarships do not always transfer across schools.

It is an almost impossible situation as some college program or the other is likely to be interested. Yet, if a player were to enter the NCAA Transfer Portal and no team picks him up, he would not be playing that season. That does not mean he cannot go to school as they can transfer to be just a full-time student.

The NCAA has recently enacted legislation to eliminate restrictions on the number of transfers an academically eligible athlete can make during their college career. Athletes can now transfer multiple times without facing penalties, as long as they maintain good academic standing.

So entering the portal is effectively walking out on a pre-existing scholarship in many cases. This makes sense to a degree, that if you quit on the team they shouldn't have to pay for you. But in reality, many portal athletes will not find a great landing spot, and some won't find one at all.

But once players ask to be entered, their school can cancel or reduce their scholarships for subsequent academic terms and has no obligation to take them back. There have been instances where players return to a team after appearing in the transfer portal, but it has to be a mutual decision.
